Club Constitution

  1. Name

    The name of the club shall be Celtic Supporters Club (Luton Branch)

  2. Objectives

    To further the interests of The Celtic Football Club and its members whilst promoting social activities including travelling facilities for its members and To foster amicable relations with all social & sports clubs in the area.

  3. Administration

    The administration of the club shall be entrusted to a committee called the Management Committee consisting of President (who shall also be Chairman) Vice President. Secretary, Treasurer and two other members of the club who Shall be elected at the Annual General Meeting (AGM) the Secretary shall

    • Be elected for a term of one year. One of the two other members shall retire

    • By rota and be eligible for election each year

  4. Meetings

    The club shall meet in each year and this shall be called the Annual General Meeting (AGM) where the following business shall be conducted:-

    (i)   The presentation and (if accepted) the passing of the accounts for the previous financial year which accounts shall first have been audited by the club’s auditors.

    (ii)   The election of an auditor for the club

    (iii)   The election of office bearers

    (iv)   The appointment of Sub-Committees

    (v)    To decide the amount of this annual Subscription of the members and the Date when it is to be paid.

    (vi)   such other business as shall have been Communicated to any member to the Secretary at least seven days before the date of the next meeting.

    (vii)  The secretary shall at least fourteen days before the date of the Annual General Meeting give cause of notice of meeting to be placed on the Club Notice Board.

  5. Extraordinary General Meeting

    (i)     An Extraordinary General Meeting (EGM) may be convened at any time by the Management Committee and shall be convened within fourteen days of a requisition signed by not less than twenty members of the club delivered to the Secretary stating the purpose for which  such a meeting is required. No business other than that specified in the notice shall be transacted at an EGM. The Secretary shall at least seven days before the date of any EGM, cause notice of the meeting to be placed on the club notice board. All members who sign the requisition shall be present.

    (ii)    QUORUM: Annual General Meeting or an Extraordinary General Meeting called by The Committee, the quorum shall be twenty.  An EGM called by the members Requisition shall be twenty

    (iii)     At all General meetings of the Club every Supporter Member and Honorary  members, Social members present shall  be Entitled to give one vote.  In the case of equality, the chairman shall have a second or casting vote.

    (iv)     The Chairman of the Club, failing whom the Vice Chairman shall preside at all meetings

    (v)     Any General Meeting duly constituted may be adjourned to such time as the members present directly and they may continue any such adjournments from time to time. No business shall be brought forward at any adjourned meeting which could have been transacted at the original meeting.

  6. Powers of the Management Committee

    The meetings of the Management Committee be called as and when necessary and the

    committee shall have the following powers:-

    (i)   To decide all disputes between all members or between the club and any members.

    (ii)  The committee may from time to time make, vary or revoke bye-laws for the efficient administration of the club and the conduct of its members.  All such bye-laws until revoked, shall be binding on all members of the club as if they were contained in these rules and had notice thereof. Provided always that where the committee intend to alter or modify any of these Rules or Bye-law, then it shall give notice thereof.

    (iii)   The committee may from time to time appoint a Sub-Committee and vest in them such power to act on its behalf in connection with the efficient administration of the Club and business related thereto as it sees fit.

    (iv)   The Committee may appoint a Steward upon such Terms and conditions that it shall decide and the  Committee shall be empowered to appoint Such officers for the efficient running of the Club as aforesaid.

    (v)   To decide on applications for membership.

    (vi)  The Committee shall have the power to EXPEL any Member who shall offend against the rules of The club or whose conduct shall in its opinion Render them unfit for membership. Before a Member is expelled the Secretary shall give him seven days Written notice to attend a Meeting of the Committee which notice shall Contain particulars of the complaints made Against them. No member shall be expelled Without first having an opportunity of appearing Before the Committee and answering  the Complaints made against him. A member shall be Suspended from attending at the at the club Premises or at any function during the period  Of notice, except to attend the Disciplinary Meeting of the Management Committee

    ADDITIONAL: If a person has been expelled from, the club requires admission to a funeral event on our premises they may Request to do so verbally leading up to the event. And this person is not to be admitted unless agreed By the management committee.

  7. Nominations for Election of The Management Committee

    Any nomination for the election of a supporter member to the Management Committee must have severed on the Club committee for a minimum of one year and shall be proposed and seconded at the Annual General Meeting and is to be documented and signed in the AGM minutes.

  8. Membership

    There will be five classes of membership, the eligibility for which shall be as follows:

    Supporter Membership (1):

    Any person over the age of eighteen wishing to participate in the social activities of the club. As a Supporter Member they will be entitled to vote and will be eligible to become a Member of the Management Committee.

    Honorary Membership: (2)

    Any persons over the age of eighteen duly nominated and admitted as honorary members of the club as hereinafter provided. The committee may admit honorary members to its AGM upon such terms and for such periods as it shall determine.

    Joint Membership: (3)

    For couples. Husband and wife or partners.

    Pensioner Members: (4)

    Members who have reached Government pensionable age.

    Life Members: (5)

    As previously agreed by the Committee

  9. Admission To Membership

    a)      Every candidate for membership shall be proposed by at least two members of the club. Their full name and address and the names of the proposer shall be communicated on their membership form.

    (b)    When a candidate has paid their first annual subscription they shall be a member of the club and shall be deemed to have access and to be bound by their rules and by all Regulations made in accordance therewith

    (c)     The club will not discriminate on the grounds of Gender, Race, Colour, Ethnic or National Origin, Sexuality, Disability, Religious or Political belief, Marital Status or Age.

    (d)    Any member who objects to the candidate may make his objection in writing (stating the grounds there of) addressed to the Secretary who shall communicate the objection to the committee but to no other person.

  10. Register

    A copy of this Constitution and Rules and all Regulations together with a copy of a list of names of members shall be available at all times on the Club’s Premises.  The Register may be inspected by a Police Officer in uniform.  All members upon changing their address shall forthwith notify the Secretary of their new address in the Register of Members and the Secretary shall cause the new address to be inserted in the Register.

  11. Subscriptions

    All subscriptions shall be renewable in January of each year.  If a member’s subscription is 3 months in arrears, the committee shall cancel their membership and forfeit all rights of membership.  The committee may at any time restore him to membership on payment of all arrears of subscription then due.

  12. Resignation of Members

    A member can/ may resign their membership at any time verbally or by letter addressed to the Secretary at the Club premises. If a person who has previously been expelled from the club requires admission to a funeral event on our premises they may request to do so verbally leading up to the event.  This person is not to be admitted unless agreed by the committee.

  13. Guests

    a. Every guest shall sign in a book provided for the purpose,  giving particulars required therein.  Such signature being countersigned by the introducing member.

    b. Every guest shall be introduced by a Member.  A Member may not introduce more than two guests on any day.  Every guest shall pay a visitor’s fee, to be determined by the Committee from time to time, to the Benevolent Fund upon each visit.

    c. No person whose application for membership has been declined, or who has been expelled from the Club, shall be introduced as a guest.

    d. Any member of the Committee or a person delegated by the Committee can, at any time, without giving reason, ask a guest to leave the Club, whereupon it will be the responsibility of the introducing member forthwith to ensure that the guest leaves the premises.

    e. Any member introducing a guest, shall by fully responsible for his behaviour,  and shall indemnify the Club against loss or damage (as determined by the Committee) caused by the conduct of any such guest.

  14. Hours:

    The Club shall be opened daily between such hours as the Committee shall from time to time determines. The Committee is empowered to close the Club premises for such times and occasions as they shall deem necessary.

  15. Intoxicating Liquors:

    (a) The purchase of intoxicating liquors for supply by the Club shall be at the absolute discretion of a Sub-Committee of at least three members of the Committee.  In the event of any members ceasing to be a member of the Sub-Committee, another member of the Committee shall be appointed in his place. Regulations governing the sale of intoxicating liquor shall not infringe the licensing laws for the district in which the club is situated.  The committee shall have authority to delegate a person to apply to the licensing authority for the extension of the permitted hours or an occasional licence in respect of any special function.  The club shall hold the monopoly for the supply of intoxicating liquors on the club premises and at all functions.

    (b). The permitted hours for the supply of intoxicating liquors shall be between the hours of 9.00am and 1.00am.

  16. Trustees

    There shall be not more than four trustees of the Club.  The first trustees shall be appointed by the Management Committee and the property of the Club (other than cash which shall be under the control of the Treasurer) shall be vested in them to be dealt with by them as the Management  Committee shall from time to time direct by resolution (of which an entry  in the minute book shall be conclusive evidence).  The Trustees shall be indemnified against risk and expense out of the Club property.  The Trustees shall hold office until death or resignation or until removed from office by a resolution or until removed from office by a resolution of the Management Committee who may for any reason which may seem  sufficient to a majority of them present  and voting at any meeting removes any Trustee or Trustees from the office of Trustee. Where by reason of any such death resignation  removal it shall appear necessary to the Management Committee that a new Trustee or  Trustees shall be appointed or if the Management Committee shall deem it expedient to appoint an additional Trustee or additional Trustees the Management Committee shall by resolution nominate the person or persons to be appointed the new Trustee or Trustees.

    For giving effect to such nomination the President is hereby nominated as the person to appoint new Trustees of the Club within the meaning of Section 36 of the Trustee Act 1925 As may be amended from time to time and they shall by deed duly appoint the person or persons so nominated by the Management Committee as the new Trustee or Trustees of the club and the provisions of the Trustee Act 1925 shall apply to any such appointment.  Any statement of fact in any such deed of appointment shall in favour of a person dealing bona fide and for value with the club or the Management Committee be conclusive evidence of the fact so stated.  The Trustees shall have power to mortgage or charge the club property for the benefit of the club and upon the direction of the Management Committee.

  17. Accounts and Finance

    The Treasurer shall keep proper books of Accounts regularly written up to date, showing the financial transactions of the club and the Committee shall maintain accounts with a bank or banks to be decided upon and such accounts shall be held in the name of the President, the Chairman, the Secretary and the Treasurer for the time being.  All cheques shall be signed by the Treasurer and countersigned by any of the agreed account signatories.  Any monies from time to time placed on deposit or otherwise invested shall be placed in their joint names with the like provisions as to withdrawals. The Treasurer shall prepare an Income and Expenditure Account of the club made up to 30th April of each year, together with a balance sheet, showing the state of the club’s affairs. Such accounts shall be audited by independent auditors for submission to the members at the Annual General Meeting (AGM).  The accounts shall be available for inspection by the members of the club fourteen days before the AGM.

  18. Amendment of Rules

    These rules may from time to time be amended by a resolution passed at a General Meeting by a majority of not less than twenty.

  19. Conduct

    Any member whose conduct is disorderly or who creates a disturbance shall be immediately expelled from the club premises or functions by the club officials, the club steward or their delegates. Any such expulsions shall be reported to the Management Committee who shall determine whether a member shall be expelled from the membership. Members are reminded that no sectarian tunes will be tolerated. Under no circumstances will the selling of any fundraising tickets be allowed unless prior permission has been given by the Committee.

  20. Dissolution

    The club may be dissolved at any time provided 28 days’ notice of a meeting to discuss the matter has been given to all members, and provided three quarters of those attending such a meeting are in agreement. The sole business of this meeting will be to dissolve the club. If it is agreed to dissolve the club, all remaining money and other assets, once outstanding debts have been paid, will be donated to a local charitable organisation. The organisation is to be agreed at the meeting which agrees the dissolution.

Rule 20

  • Delete “by a majority of not less than 50”

Rule 3

  • After the Treasurer adds Assistant Secretary and up to 12 other Members.  The President and Assistant Secretary and six other members (half) shall be elected in February each year.  The Secretary (3years) The Treasurer, Vice President and six other members shall be elected in July each year.

Rule 5 (iii)

  • After Honorary member add “ Social Member”

Rule 7

  • Add new clause 7(i) Any  member standing for election as an Office Bearer must have served on the Committee for a period of no less than 1 year.

Rule 8

  • Add 8 (iv) Joint Membership for couples. Husband & Wife or Partners.

  • Add 8(v) Pensioner Membership. Members who have retired and reached pensionable age.

Rule 12

  • Delete after 7th July each year.

  • Add 31st January each year.

Rule 16 (b)

  • Amend to read “the permitted hours for the supply of intoxicating liquors shall be between the hours 9.00 am and 1.00 am.

Rule 21

  • Delete form the Rules.

Rule 2

  • Delete  “Athletic Company Limited and promote.

Rule 3

  • (i) - Delete “to be held not later than the first week in July of each year”

  • Delete In the month of July.

Rule 5

  • (i) Change “Requisition Signed by Not less than 20 members of the club”
